Henchmen - or Why Police Don't Mount Coups

The distinction between military and police operations may be blurring in the West, but the divide remains abundantly clear in Africa where police officers play a far more conservative role than their military counterparts. Whereas top soldiers command vast numbers of loyal followers, police chiefs lack the resources, power bases and authority to challenge governments, and work within a professional culture more suited to maintaining, rather than overturning, the status quo.
