Robert Hayman-Joyce is chairman of Raytheon Systems Ltd. He retired from the Army in 1998 having spent most of his last ten years of service in acquisition posts; his last appointment was Master General of the Ordnance and Deputy Chief of Defence Procurement. Here he explores some reasons for the failure of successive armoured vehicle programmes and expresses the hope that the procurement policy for a future light armoured fighting vehicle (LAFV) fleet, based firmly on sound procurement principles, will have the clarity, urgency and resources that it has so far manifestly lacked.
