Comment: UK MoD Major Projects Report 2008

The National Audit Office produces a report each year on the UK MoD’s top 20 equipment projects. Those for 2006 and 2007 showed several instances of ‘creative accounting’ where some (often large) amounts were transferred from certain projects to other non-procurement budgets, and reductions in performance and equipment off-takes were all claimed as savings, thus artificially reducing the total in-year cost overrun. The actual cost overruns and delays were very large. The 2008 report was published in December last year.
