An Alternative Strategy for the Afghan War
, Gilles Dorronsoro argues that the international coalition now has limited resources and a narrow political time frame to create lasting Afghan institutions. Yet building such institutions is the only realistic exit strategy. Therefore, any military and civilian surges should focus on securing the development of Afghan institutions, especially the police force and the national army, rather than following objectives that do not match the West’s limited resources and time.
