David Smart
Position: Associate Fellow
David Smart worked for the UK government from 1991 to 2005. Since 2005 he has been an independent consultant specialising in financial crime and cyber-security.
Within the area of cyber-security his interests include: policy/strategy development and implementation for both public and private sectors; the role of human factors; governance and international norms in cyber-space.
Within the area of financial crime his main focus is on Threat Finance (in particular terrorist finance, the funding of WMD proliferation, and sanctions).
Among his other professional interests are: the impact of regulation on collective security, intelligence policy and analysis, and knowledge-based risk management.
